PSE Valve position for sound.

PSE Valve position for sound.

Hello.
I had to remove one PSE to be repaired. I noticed that one PSE had wires attached to the valve to keep the rod pushed in, hence the valve closing the last chamber. And the other side, the wire was loose and the vacuum rod was in its normal position and the valve open.
My question is since one side had the vacuum rod pushed in and tightened with wire is that for loud sound all the time? (rod pushed in and tightened and I noticed the valve is closed). I like to have the PSE loud all the time.
Please let me know which position is the correct one to have. I have searched the internet and I got even more confused. Half the search says leave the rod in its normal position and half say push the rod in and make it permanent. This pic shows the other side which the wire had come loose and the vacuum rod is not pushed in and the valve is open in the muffler.
