Any springs lower more than 20mm?
H&R springs for the 997 Turbo lower the car 1 inch (25mm). On the Carrera models they lower 1.2 inches (30mm), so if you weren't happy with the drop on that car, definitely don't get them for the turbo.
We use them A LOT of Turbo cars and I personally think the drop is perfect. Gets rid of the nasty wheel gap, and still rides more or less like stock.

Had bilstein on my past 997tt and to be honest they don't go that much lower. Wasn't worth the extra cost for me.

Even so, it may not help, as it's the dampers that are also responsible for suspension stiffness, and the construction of spring hat/bearing/spring seat itself (*maybe* less rubber gasket, more metal, but I am not sure about this). Someone here had JRZ and eventually had to take it off for the same problem you are having - a superior system for track junkies but simply too stiff and unforgiving for street driving.
