Mexicoblue.
I am a huge fan of black rims on blue cars (see my avatar), but i am going to have to disagree with you on this one, i don't think it goes well at all with this specific shade of blue.
Edit: I am now realizing why i don't like it - it is just too many colors contrasting with the paint - the black rim, polished lip and the crest. I think Russ has it spot on with the tech arts.

The color of the car(Azzuro Blue?) is very striking and distinctive. Also high visibility. The black wheels, however, detract from its appearance. Polished or silver coated is the only way to go, in my opinion. I find black wheels to be almost always unattractive. The 997 has no brightwork, except the exhaust tips, and needs something to balance out the look.
The car appears to be the same color, at least on my computer screen, as the limited edition PCA club coupe, which is painted Azzuro california blue. There are a number of posts & pictures of this model on the rennlist 997 forum. That color is apparently similar to one used around 50 years ago for Porsches that were entered in the Carrera Panamerica in Mexico.
