Z06 all the way, maintenance costs alone on the Porsche would be enough to make me choose the chevy. The Z06 is dollar for dollar the most bang for the buck that you can get in the "almost supercar" territory.
Now if it's prestige and refinement you are looking for, then go for the Porsche. For the The Z06 it's all about the torque, the sound(especially with aftermarket exhaust), raw and untamed american muscle, and your last opportunity to get a production 427.
Please at least go for a 2008 model or better if you can. Some minor little enhancements make it the more sought after year.

The more I think about it, Unless it was a modded GT2, I dont think I would choose a 996 over a C6Z06. 997TT is a different story, but given your parameters, I would choose the Vette and mod it to hell.
