If you're referring to the dark brown/tan on the inner edge, that looks more like the cosmoline protectant applied to new cars. That will take something most likely stronger than brake dust cleaner, but I'll let the pros tell you what is safe to use, there are several things that will take it off, along with more.

If you have access to one of those hand held steamers, you might try that just to break up the caked-on dust. I had to use that on the stock wheels on my 560SL that had not seen any attention in the 20 years prior to me owning it. I had tried most every cleaner including Simple Green, but it took the steam to break up the crust that had formed. Your's don't look nearly that bad, but a shot of steam might help get rid of what you've got there.

Try a wax or silicone remover. I had the same problem before till I found this new product and it worked wonders.

Great eye...that's cosmoline. Something like P21S Total Auto Wash or 3M General Purpose Cleaner will do the trick. Great question OP.

99C2 is infamous around these parts
solrac:

Yep you need to get that coating off the rim and put some good wax on (should remove the wheel) and use the spray detailer on a semi disposable MF towel and they will always remain clean.

I clean mine at least once a week. But my cars are weekend only rides.
