Friends my new to me 2010 4S has sport exhaust and I'm noticing the same thing; unable to determine a difference in exhaust sound whether sport exhaust is turned on or off. I just took deliver yesterday so I have not had an opportunity to look. Do I need to remove some under paneling in order to get visual access to these exhaust valve / actuators?

my son tells me he cam hear the difference for sure.
valves are accessible one you lay down next to car by exhaust, by hand. You can actuate by hand once there, they operate on vacuum and are spring loaded.

I have sport exhaust too, and you really can’t hear the difference in the car. Get someone to sit in the car and hit the button, you should see the servos activate underneath
I think a part of the reason that the difference is subtle, is that the Panameras are very insulated. Maybe it's just me, I noticed that the exhaust note is almost like... directional, one way and the tone only travels towards the rear. Sitting in the car with the windows down, doors open, valves open, and with a few revs, it still seems muffled ¯\_(ツ)_/¯.
Nevertheless, I had my son rev it to about 4-5k as I stood in the rear and listened...I have to say, it's way louder than sitting in the car. It sounds amazing! Standing in front of the Panamera, nothing, crickets ¯\_(ツ)_/¯
In other cars, the tone goes all over the place. This isn't necessarily a good or bad thing, just some observations.

I can hear mine with the window down, but I do have cat deletes, it sounds amazing now at WOT
I was able to inspect the sport exhaust actuators at ground level. Even with the under pan in place you can get descent enough access to those actuators. After some massaging I was able manually move those pistons open and closed, however; they are still not functioning. It appeared that the vacuum lines were in tact, I actually pulled one hose off at the actuator and put my finger over the line, you could feel faint vacuum resistance but apparently not enough to open / close that butterfly valve.
The light on the sport exhaust button will go off and on when you press it, but alas no response from the actuators.
I'm getting a proper shop inspection next week and I'll have him tackle it. Its an independent Euro shop but they have a Porsche tech that was at our local Porsche dealer for years. My first sales job was at this same Porsche dealership, so I trust him
