I pulled off the IC tonight and tested it without all of the body in the way.
1st - It seated a little better but could still wiggle it a little loose. Not promising as to whether it would end up holding air or not.
2nd - I noticed that the clip wasnt seating all the way into the grove at the bottom of the neck. I pushed but it didnt seem to want to go in any longer. I pulled the hose back off to examine it. The notches looked about the same but I also noticed a very slight bend on the lip of the hose. I grabbed some needle nose and slightly bent it back until it looked straight and even with the other side. I put the hose back in and now it looks like the clip seats in the groove. It wiggles a slight bit but does not seem to be pulling out.
I guess now its time to put the IC back in and see if I can get this seated correctly. Its a pain because you cant see that groove with the IC mounted in the car.

Success! I got the IC lightly fitted back on to give some wiggle room and then put the hose in, making sure not to try to pry it and rebend the lip. Took some finesse but got it seated and the clip locked down.
She held pressure up to 20psi and counting!
Im still seeing a very slight pressure loss and a very faint hiss coming from the throttle body area but I will work on that one another day when I have my soap bottle handy and an auto stethoscope
