Your pdf cut off the total operating hours - how many hours and mileage? If op hours are less than 700 looks like most of the over revs are recent. Maybe three mis-shifts - one at 633.1 hours, one at 630.8 hours and one at 619.0 hours??

Range 3 through 4 is 7200-7400
Range 4 is 7400-7900 (not really any need for a Turbo to be in that zone)
Range 5 is 7900-9000 (and certainly not a good place for a TT)
Maybe insist on a leak down?
Yikes that's a lot of stuff from range 3 through 5 I think... Maybe it had a raised rev limiter too? What about 6?

So the car redline has been increased by 500rpm how will this skew the overrev ranges?
Also spoke with the owner, he's confirmed never missing a downshift however has hit

A few hours but I have to say that's a lot of type 4-5s. 1 through 3 isn't really that important but... I'd prefer a clean bill of health. There's so many good cars out there (it's a buyers market at the moment) that it's always best to get a clean one...

mileage was 15k......dont have the hours. I think im passin anyway because of range 6. The want 92k for the car. Its a base turbo cab 08.

Both of these snippets have quite a few in range 5 and 6, I would pass. Don't get emotionally involved over other things like options, color etc. if you don't feel comfortable on this, wait, there are other cars available.
Unfortunately as Porsche has allowed us access to this information, we all look at it and judge purchase decisions on it. If you're debating consider what will happen when you go to sell it.
While we are on the topic, does anyone know where the revs limiter is set to on the 08 997tt? And if it is hit does that result in ignitions in range 1 or worse?
