I have a 05 STi sitting for the past 6 months in Garage in MI with 29K miles on it. I've been dabating to bring it to CA ~ due to CARB. Car is registered in IL & passes OBDII. It is heavily moded though so not sure if it meets your requirement. PM me if interested. GL.
