New cut key issue

New cut key issue

So I went to the locksmith to cut a new key. He ran the old key and got the key code then cut the new blank. It unlocks and locks the door without issue. When I try it in the ignition, the key turns left but can not turn right because it can not be pushed into the ignition all the way to disengage the steering wheel lock. Keep in mind that I have not programed the fob yet. Do I need to have the fob programed and learned for the steering wheel lock to disengage?
