Well it has been almost 3 months of dealing with this issue, finally fixed the problem after countless hours lost calling CrapusXM and local and out of state dealers. One dealer was going to try and see if they could disable xm on my PCM but it was a $200 good luck fee with no guarantee they won't fry it. With that being said I figured I might as well take some stuff apart, worst part was getting the center vents out because I didn't buy the specialty tool, being careful with a very thing flat head screwdriver you can get the vents out.
Pulled the PCM and took it apart to see what makes it tick, kinda scary pulling the face plate off because it is four screws then 2 ribbon connectors but they are wedged into place with a piece of plastic, easy to get apart but difficult to reassemble, crack open the PCM it slides apart then splits. Find this little pesky circuit board, 2 screws and pull the wire, reassemble and the car is back to normal.
I can still use the bluetooth on my phone to stream to the PCM and all other functions work like normal.
If anyone is really annoyed with the issue and can't fix it this is another option. Any questions let me know, I forgot to take pictures during disassembly.
I took the wire and the circuit board out of the PCM then put the PCM back together. Only way for SiriusXM to get back on the car is for me or someone else to take everything apart and reinstall the circuit board and wire.

As a refresher, I've got a 2010 Panamera 4s. PCM nuked by Sirius XM just like everybody else. Vehicle Handover reset thing does not work for me. Took it to Porsche Bellevue, they said they could not update the software since it took 20 minutes to do so and the PCM rebooted every two minutes. They were waiting for guidance from Porsche. I've contacted Porsche, all I got back was an email with the WRONG directions to do the vehicle handover thingy. So out of desperation I cancel my Sirius XM service. Like others, that didn't work either...I was still getting it and my PCM still rebooted every two minutes. Every day I would try the handover again....I'd drive around with the fuse in place hoping that somehow my PCM would finally figure it out. I even called Sirius XM again to speak to tech support...they are just as worthless as everyone else says, plus they barely speak English.
Then a couple of days ago I realized I had forgotten to remove the fuse from position 3 when I got home. I feared I had now also nuked my battery, but all seemed well. I pulled the fuse in relief. Got up the next day to go rock climbing, now my car won't start! I'm getting some weird error message saying that the car needs to be in park....which it is! ARGHHHHHHH
So I put my car on a battery charger and
my wife loans me her car. I get home expecting to tow the car to Bellevue, which is over 100 miles away. I'm literally thinking fine, they won, I'll pay whatever it takes to get a new PCM. As you all know it's quite the bummer having it dead for MONTHS.

I discover that I actually pulled the wrong fuse! Instead of 3 I pulled 16. I correct that, car starts, and holy crap Sirius XM is saying that my service needs activated! Could it possibly be?

I kinda miss Sirius XM but not nearly as much as I missed my PCM. No frigging way I'm signing up for it again either! I wish I could tell you all what finally worked, maybe I got lucky, maybe it does take at least a week after cancelling Sirius XM, maybe you just have to be persistent. Good luck to you all!

Canceling Sirius was the most important step but then waiting for Sirius to send the next update to cancel your access to their music catalog was another. Never Sirius again.
