Ok I've spent the last 15 or 20 minutes using the Search, but I cannot find anyone who has had the same problem as I have.
My car is stock ride height with Cargraphic wheels on it. 245 up front 305's, both PS2's.
Almost any bump (even little sometimes) in the road at normal driving speeds causes the tires to smack the fenders. I've only had it happen 2 or 3 times at higher speed because it was on a freeway I dont know, but for the most part it happens real slow when Im going over certain train tracks, dips, etc. It is not rubbing on the inside of the fender at all. I've had the wheels off and everything. It hits the flat part of the actual fender and digs into the tire. Is there anything I can do, other then roll the fenders to fix?
It seems like everyone else with these wheels, or sizes has to roll their fenders unless the car is dropped.

align the car. soemthing sounds off. if the alignment specs show your rear camber to positive make sure they put them in spec(-1.0) or a bit negative(-1.5). You should be fine. Its close but shouldnt hit. my two cents

I agree w/the last post but.....you sure you are at 'stock ride height'?......the pic in your avatar doesn't look it.

Not the best picture, but to me it does not seem low at all, but I see low as the fender almost touching the front tire (like on my brother Vette).
If it is lowered though it would explain some of the problem with the fenders. I know the wheels couldn't be a wrong offset. I think I'm going to have it lazer aligned anyway to see if I can prevent any further smacking of the fender lol.
That is not OE ride height.......at the very least you have different springs running there.
OE height gives you about 4 inches of 'off-road' clearance in the front and about 3 in the back......that's why it's 1st thing anyone changes.
A couple other observations.
Offset on the rears looks pretty low.
Rake (front to rear) appears to have rear lower than some might like. If you have adjustables (coil-overs) I'd suggest a differential front to back of about 10mm lower to the front (that's where X73 or ROW would have you)......and I'd assume who's doing it knows where to measure (nothing to do with your fenders or bumpers
).

Measured the car tonight after I washed it. The tires are ~25.5" tall on both front and back and its like ~27" from the ground to the top of the fender. I had the wheels off awhile back but payed no attention to the springs or anything. I know they are not coil overs though, although I wish they were lol 
The springs are black so would that rule the H&Rs out?

Going to take the car tomorrow to get aligned. I'm going to take my wheels off tonight in the rear to look at everything. It doesn't make much sense because everyone like rubs on the outside of the fenders. Mine actually hits the flat part of the fender and digs into the tire.

OK..........not real sure were understanding where you are saying it hits.....but no matter, it's the fender, not the inside shroud. You may be aware, good 19" rubber is $500 a pop so you need to get this rectified.
What size are your wheels?........yes, they are 19s.....but what is their width & offset (both are far more important in this case than the 19). When you have them off tonight, look for an ET number stamped on the inside. I do not know Cargraphic but just pulled up their site................looks like they have a 26, 27, and 36 mm offset...the 26 is 11.5J anf the other 2 are 11J.
Well.........golly, I wouldn't have 26 or 27mm offset on a TT....but that's just me......see what they say on the inside.....I'm guessing this is 'part' of your problem.
