I would try to put the triangular spacer between the seat rail and the seat itself, instead between rail and floor.
Or search for a secondhand height-adjustable rail?
Anyhow, a picture of the non-height-adjustable seat would help giving better advice...

Is OP still on here for advice on drill bit sizes? Long shot, I know.. and I doubt he'd remember anyway LOL
